Does anybody know of a good expert for a case where a water heater overheated and exploded due to poor electrical wiring?

Richard:

Although I am an electrical engineer I wouldn’t call myself an expert on water heaters.  I do know that one of  the most common cause of water heaters exploding is the absence of or defective pressure relief valve.  You don’t say but was there a fire as well?
