Need a post-tension expert

Folks,

I need a post-tension concrete expert to review the design and construction of slabs on multiple three story apartment buildings that used a combination of post-tension and monolithic slabs. The complex is in Gainesville, so Jax, Orlando or Tampa expert is preferred. Any recommendations are greatly appreciated. I would prefer to use someone that sponsors our Institute / Review Course. I am not interested in a consultant match maker firm, just want to deal directly with a design firm.

Robert,

Ray Messer, P.E. hasn't worked out of the Tampa office of Walter P. Moore &
Associates since he became CEO and Chairman of the Board a number of years
ago and moved to Houston, but he is the best I've ever worked with on
post-tension slabs and their interplay with other slabs.

I don't know if your client's circumstances or the project budget require or
would allow the use of an out-of-state consultant, but Ray is outstanding
