Group:

Is the costs to deliver a notice required by statute a "liability" of the landlord arising under law?

Is it prohibited for a landlord charge $40.00 to deliver a 3-day notice
If it is not can anyone explain to me what a liability arising under law is?
Any discussion welcome.
