[RPPTL LandTen] Getting the money a T has deposited under 83.232

Can anyone answer this threshold question for me?

Under Florida statute section 83.232, I know the landlord can file a motion for disbursement and the court can order disbursement upon finding that the building is in inter alia, financial distress.

However:  Other than the exception for financial distress, what statute, rule, or case precedent empowers the court to disperse to anyone any monies held in the registry at the voluntary or involuntary conclusion of the case?

Thanks for any sage wisdom you can supply.

Other than the court's equitable power, none.  Landlord must show that it is at actual risk of loss of the property.  That said, Judges do it all the time.
