What is a good approach when an apartment manager sees that a person is
unable to live by themselves? Wandering, housekeeping, walking around naked,
confused etc and no relatives seem to be around or they don't care?
Ideas?

Why does it necessarily mean they're elderly? Who hasn't wandered around, with no ability to do housekeeping, walked around naked, confused, etc. and no relatives seem to be around or they don’t care? Sounds like my typical weekend.
