[RPPTL LandTen] Property Tax?

This is not a landlord-tenant question but I would appreciate any
thoughtful responses.  I am on an ABA Military Pro Bono list so a JAG
attorney called me with this question.

A military dependent has two properties.  One is in Georgia and the other
in the Fort Walton Beach area of Florida.  She has used the Georgia
property as her primary residence for years, but for some reason, both
properties were claimed as homestead.  Okaloosa county tax collector has
asserted unpaid property taxes of approximately $3,500 and penalties of
$16,000 on this property that is worth about $50,000.  The JAG attorney
said he called the tax collector office to negotiate the amount down and
they told him, ‘This is not let’s make a deal.’  They seemed completely
unwilling to negotiate the penalties.  Any suggestions?
